selinux configure tool doesn't start, dies

System: fedora core 3, up to date
When I try to run the security configuration tool, it just dies with the
following message:

IndexError: list index out of range
I think the prior setting was "warn". This error noticed after a hard
reboot, but that could be coincidental.
