For starters, apt is not installed by default and even if it is, I doubt
the default repos would be ones with the xmms-mp3 package. Livna /
Freshrpms has FC3 compatibles at:

http://rpm.livna.org/fedora/3/i386/RPMS.stable/
http://heidelberg.freshrpms.net/
