private glibc build failed

Well, debug RPMS are in the debug repository:
  http://download.fedora.redhat.com/pub/fedora/linux/core/3/i386/debug/

None of that would get you debug RPMS.  You need to build with rpmbuild:
  rpmbuild --rebuild somepackage.src.rpm
