kernel updates on dual-boot system change grub default (fc3)

fyi: 

i have a 98/2k/fc3 install. grub options are fc3 and 2k (nt bootloader
has the choice between 98 and 2k). 2k is the default, configured that
way during installation.

upgrading the kernel changes the grub default from windows to whatever
the new kernel is. i have to manually change the default back to
windows.

this has happened both times i've fetched kernel updates (via up2date).
