Is FC3 better than FC2+up2date?

It depends what you want. If you want to get to know FC3: do it. If you
have a productive box: FC2 will be fully supported until March/April,
and then through Fedora Legacy.

On my two productive boxes I am not missing anything, so I am not
upgrading. But I usually do clean installs anyway. So if I would need a
new install I would go for FC3 of course.
