inable to found th dhcpd.conf file

I have already read it. The problem is that in this doc they speek about
'dhcpd.conf'  but it does'nt exist in my system !!!  I do not understand why
it does'nt existe?
Can I create it (touch /etc/dhcpd.conf) ? or it must be created by the
system....
