packaging bug for tcl/tk ?

Actually it is the SONAME in the dynamic library that is important:
linking with -ltcl -ltk should work fine, since the SONAMEs are
libtcl8.4.so and libtk8.4.so anyway.

Of course you're free and welcome to link against -ltcl8.4 -ltk8.4
instead.
