AMD cpu slows down (I think)

speedstep is intel's cpuscaling similar to AMD's Powernow. I have a
Pentium-M.

You might want to check '/usr/sbin/speedstep -h'. Perhaps use the following
in  /etc/cpuspeed.conf

OPTS="-i 1"
