yum install from downloaded rpms

I'd like to configure Yum to be able to install these as well as 
download any other rpms that are needed to satisfy dependencies.  I 
noticed that a header file is included with the above but I don't know 
how to put it all together in yum.conf., etc.

I'm using FC1.

Any advice?
