Here we go. I just checked the URL with mozilla & firefox. A click on
the fiel results in an empty page.

Here's why...

ncftp /pub/xemacs/xemacs-21.4 > dir
-rw-r--r--   1 slb  slb              0 Sep  5  2003 LATEST-IS-21.4.15
-rw-r--r--   1 slb  slb              0 Sep  5  2003 LATEST.IS.21.4.15

Those are empty files. mozilla probably thinks those are text files
and shows them.

What you want is one of these files...

xemacs-21.4.15-elc.tar.gz
xemacs-21.4.15-elc.tar.gz.asc
xemacs-21.4.15-info.tar.gz
xemacs-21.4.15-info.tar.gz.asc
xemacs-21.4.15-src.tar.bz2
xemacs-21.4.15-src.tar.bz2.asc
xemacs-21.4.15-src.tar.gz
xemacs-21.4.15-src.tar.gz.asc
xemacs-21.4.15.tar.bz2
xemacs-21.4.15.tar.bz2.asc
xemacs-21.4.15.tar.gz
xemacs-21.4.15.tar.gz.asc

(The asc files are used to verify the integrity of the package)
