I used to have a problem like this with the USB optical mouse on my Dell box 
at work, but I've not seen it since I upgraded to the 2.6.8 kernel. The 
workaround I used to use was to unplug the mouse and plug it back in, which 
restored mouse functionality without having to restart X.
