Thank you, PAUL!!! This is one I never found on my own, and I've been
synchronizing boxes to outside servers for lack of a better solution. It
was a very, very, really-and-truly *stupid* move on the part of ntpd's
programmer(s) to recycle "notrust" that way, ESPECIALLY since that would
cause silent failures.

I now have my two primary NTP servers back up and running, and I can
finally go contribute to pool.ntp.org.
