Try this ntp.conf:
--- cut ---
# Prohibit general access to this service.
restrict default ignore
# Permit all access over the loopback interface.
restrict 127.0.0.1
# -- CLIENT NETWORK -------
# restrict 192.168.0.0 mask 255.255.0.0 nomodify notrap
# --- OUR TIMESERVERS -----
server SERVER(s).IP.ADDR.HERE
restrict SERVER(s).IP.ADDR.HERE mask 255.255.255.255 nomodify notrap noquery
# --- GENERAL CONFIGURATION ---
# Undisciplined Local Clock.
server 127.127.1.0
fudge 127.127.1.0 stratum 10
driftfile /var/lib/ntp/drift
broadcastdelay 0.008
#authenticate yes
#keys /etc/ntp/keys
--- cut ---
And add one/some of the NTP servers you'll use in /etc/ntp/step-tickers. These
are used to synchronize at ntp start (with ntpdate by the rc script).
