limit processor usage by %

Hi all,

I'd like to know if there is some way I could limit the processor usage 
of an application.

I mean, I have a cpu eat application but I'd like to give it just 30% of 
my processor. Is there some way I could do that?

I saw ulimit, but it limits the processor usage by time.

I did a search in google and found that:

But it is only for 2.4 kernel. I'm using fc2 with 2.6.7.1 kernel.

Could you help me?
