Usually do things in Perl, but that's a personal taste I guess:
#!/usr/bin/perl
@files = `cat files.txt`;
foreach $file (@files)
{
chomp $file; # No new-line
print "$file\n";
}
Or say `touch $file`; instead of print "...";
