making a new FAT32 partition...?

To be honest, you'd do better to mount it either as /home/user/data or
as /mnt/data and have symlinks from each user's home directory.

Otherwise you'll sooner or later have app-specific hidden directories
which rely on temp and Temp being two separate files...
