cannot create samba users with system-config-samba

after i use system-config-samba to create a new samba user, the user does
not appear in the list of users.  furthermore, when i create a new share
and i'm suppose to choose which samba users i want to be able to access the
share, the list is empty.  looking in /etc/samba/smbusers, i do see that a
user was created.  /etc/samba/smbpasswd remains empty though as does the
list of samba users in system-config-samba.

any ideas?  i'm using samba-3.0.6.  thanks for the help
