Strange question on file permission

No.

But, the log files must be owned by qscand. Chown the current log file and the
rest will follow.

I run it under clamav and the files are owned by clamav:

$ ls -l /var/log/cla*
-rw-r-----  1 clamav clamav  4660 Sep 14 17:58 /var/log/clamd.log
-rw-r-----  1 clamav clamav 13935 Sep 12 04:02 /var/log/clamd.log.1
-rw-r-----  1 clamav clamav 13298 Sep  5 04:02 /var/log/clamd.log.2
-rw-r-----  1 clamav clamav 11962 Aug 29 04:02 /var/log/clamd.log.3
-rw-r-----  1 clamav clamav  8570 Aug 22 04:02 /var/log/clamd.log.4
