vsftpd error

I'm getting an error after installing vsftpd using

	vsftpd-1.2.1-4.fc1.i386.rpm

The error is

	500 OOPS: could not bind listening IPv4 socket

The configuration files all appear to be correct.  I am using Fedora Core 2 on a Dell system.
