how to set default drag action to move?

In an older version of FC I believe I was able to set the default action on a 
mouse drag from/to the desktop or a folder to be "move" so I didn't have to 
select from a pop-up or hold down a key while dragging/dropping.

I can no longer find how to set this. Is it no longer possible? FC2 with KDE 
(all latest updates).
