I have a similar experience to you. My swap seldom gets used on FC2 - it
did on FC1. Swap usage is never 0, but usually very close - a few kB.
Here's my free -m output (swap usage is a bit higher than usual at the
moment):
total used free shared buffers cached
Mem: 503 498 4 0 20 263
-/+ buffers/cache: 214 288
Swap: 1019 1 1018
