Right. I have seen a similar thing in a Brazilian university.

The idea is that spammers won't confirm the message, so it filters
everything out. If you really wnat it to be received, you only have to
confirm it once, and your address is put on a "white list". It's
actually pretty efficient to catch spam, but not appropriate for a
mailing list, I think.
( wonder if the system offers him the option to add addresses to the
white list by himself, without the need of confirmation.)
