1. Make sure rsh-server is installed
2. Explicitly enable the *very insecure* rsh service by editing 
/etc/xinetd. d/rsh
3. Last, make sure the xinetd service is running by running service 
xinetd start.

Also make sure your firewall is not blocking traffic targeted to the 
rsh service.
