Samba Printing Woes

I have turned that service off!

chkconfig --list cups-config-daemon
cups-config-daemon 0:off   1:off   2:off   3:off   4:off   5:off   6:off

service cups-config-daemon status
cups-config-daemon is stopped

Which is why I do not understand the config file reverting back all the
time.
