How can I complete a nearly finished but interrupted FC3 install?

The problem you're running into is not with the packages that are
installed, but with the lack of your boot loader.  Without a boot
loader, you're not going to get to a point where you can do anything. 
In addition, you may be missing other critical packages.

You're going to have a hard time doing this without a new install.  If
CD 1 is okay, you probably could go ahead and install a very minimal
installation and then download the remaining packages using yum.
