xinetd.d listening twice on port 69

Are you looking with something like

netstat -plutn

On a server here running TFTP, I just see the one entry for xinetd
listening on port 69 UDP.  I don't think it's possible to listen twice
on the same port, so I wonder if the other listen you see is it somehow
having been configured to listen on port 69 *TCP* too (these are
completely different animals).
