AFAIK, devmapper isn't supported in domainU. You should instead 
configure your domainU as:

disk = [ 'file:/root/fedora.img,sda1,w']
root = '/dev/sda1 ro'

This will map your loop-based filesystem as /dev/sda1 inside domainU.
