some are developed outside the US under different legal regiemes.


some are developed by loosly affiliated groups of people who belive they are unlikely to be sued.

some developers are comfortable with the potential liability.

I have tried SuSE, Mandrake (now Mandrivel - such an unfortunate
christening), Knoppix, and some minor distros.
