how to understand this boot option?

Hi,
  My machine has Fedora Core 1 installed and its grub.conf is like this,

default=0
timeout=10
splashimage=(hd0,0)/grub/splash.xpm.gz
title Fedora Core (2.4.22-1.2115.nptl)
	root (hd0,0)
	kernel /vmlinuz-2.4.22-1.2115.nptl ro root=LABEL=/12 ide=nodma rhgb
	initrd /initrd-2.4.22-1.2115.nptl.img

  It is really hard for me to interprete "root=LABEL=/12 ".

  Normally what I see is like, "root=/dev/hda1 LABEL=/" which makes sense to 
me. But the above is hard to read.

  What is the value of "root" and "LABEL"? What "/12" mean?
