compilation of core-utils missing localedir.h?

What you are saying, politely, is if I had the brains to climb back to the 
top of the directory tree and actually read the INSTALL file, and actually 
follow the directions, rather than being impatient, that it would actually 
build one of those files on the fly.   Thanks, sometimes I just need a poke
in the right direction.
