user-dir Apache Module and FC4

Dear friends,
I would appreciate if anyone guides me to use users
home directories as their web space (in public-html)
without enabling them to access the files through
(~)addresses.
Note: maybe userdir disabled works but I wonder if I
find what will be lost.
