No offence Jakub, but 50M IS huge to a lot of people including me.

It's the equivalent of 34 floppy disks.

There's versions of Linux that will boot from a floppy, so requiring 34x 
that to store a file is a bit over the top IMO.

If files like that are unnecessary, they should be able to be deleted.

But back to the original post, which program(s) actually use 
setlocale/newlocale?

I'm thinking of getting rid of that file as well.
