Kate syntax highlighting files

I had just download some Kate (KDE Advanced Text Editor) syntax
highlighting files. Now where to put them? Acroding to the doc, they
should go in either:
~/.kde/share/apps/katepart/syntax/
$(PREFIX)/share/apps/katepart/syntax/

I would rather put them the in the global directory, but /etc /usr
/opt don't have such a folder. In which one should I create it?

By the way, /opt is empty. Can I delete it?
