If you installed the rpm, you only need to add a line to 
/etc/X11/xdm/Xsetup_0  that reads,

#if [ -x /usr/bin/numlock ]
#then
# Turn on Num Lock key
#/usr/bin/numlock
#fi

Unfortunately, this does not work. Any particular reason for not setting 
this up for each individual user, as this method does work?
