fc4: create a new ext3 (journal) filesystem

tune2fs does NOT create (format) the filesystem.  Use the man pages for
mkfs and see what options there are.

You have been given at least 2 commands to use (mke2fs and mkfs.ext3)
both listed above, that will do what you asked about.
