Hi Rick,

the answer is in your post and I have filtered it out.

Become root and go for the configuration file of apt (iirc it's 
/etc/apt/apt.conf) and set it as stated. First line should end with 
/"false";/ as well.

Worked well for me on FC1 to FC3, but I don't use apt anymore in FC4, 
'cause yum and yumex really are adults now.
