How to remove grabhandles from a specific window?

Far as I know, it's a system-wide setting. It's not window-specific. In KDE in 
Control Center, you go to Appearance & Themes/Window Decorations and turn off 
"Show Window Resize Handle" - If you're using Gnome, I don't know.
