YES
HOWEVER
What do you mean by "set up a Web Server on a LAN"?
Do you want that Web Server available to users on the internet?
If so, you have to register a domain, you have to be able to program your 
router so that incoming HTTP requests are sent to the web server you are 
setting up. Your router will have to do Network address translation (NAT).

If this is a private server on your LAN, you do not need a domain, but you 
will have to administer a local Domain Name Server (DNS).
