cannot chang directory to www folder in vsftpd

Try adding:
anon_root=/var/www/html/
to /etc/vsftpd/vsftpd.conf. Then log into the ftp server anonymously.
I personally would create a separate empty directory for the anonymous
ftp root like /var/www/ftp
