How do you add packages to a yum repository?

There is a great media payer called VLC (http://www.videolan.org/)  but 
it is extremely hard to install and I really would like non techies to 
be able to use it.  It is in the Debian "unstable" repository but not in 
a YUM repo yet.  How does one go about getting it and its dependencies 
into a repo?
