yum "what you can" option?

There was just a discussion a few days ago on -devel about making a plugin
to do this. Apparently there's some gaps in what plugins can do at this
point which would make it difficult, but I imagine that if someone does come
up with a solid, working plugin, it would be reasonably considered for
yum-utils.
