Timezones should be inconsequential.  NTP runs with universal time, your
system has to take care of its own timezone, not the NTP server.

Being close by you (network-wise) may or may not be useful.  You should
have a collection of servers to check against, at *least* three.  Have a
look through pool.ntp.org for more information about using public NTP
servers.
