thunderbird in other language than english!

I'm very surprised launching thunderbird that the menu was in english. I
tried importing french translation xpi. Nothing. I tried adding
aboutconfig.xpi and change the value general.useragent.locale to fr-FR
and it works now in french but only for the current user. How to make it
using french by default to all users ? Why it's not possible
"natively" ?
