No.  The "R" means "recordable" discs, you can record on them once.
"RW" means "rewriteable", you can erase them and record on them again.

"ROM" means read-only memory (a bad use of the term memory), where the
medium cannot be written to.

As to the original poster's question, plus and minus media are
physically different from each other.  You need suitable hardware to
write, and read, them.
