How to install a program only for a user

Really depends on the program and the installation method.

As Alain mentioned:
./configure --prefix=$HOME/local && make && make install
will usually work when installing from source tarball.

If installing from RPM then adding --prefix $HOME/local will usually work.

Some programs come with an installer which gives you the option of
choosing where to install.

And sometimes it is as simple as just grabbing the binary and putting
it in $HOME/bin (or anywhere in the user's home directory).
