Yes, you can... Not all applications use, mind you, since the middle 
mouse button in X is usually used to paste selected text from one source 
to a destination (for instance, suppose you have a URL highlighted in a 
console and by pressing middle mouse in firefox or mozilla it gets 
pasted and your browser directed there). In firefox you can disable this 
X feature and add the middle click vertical displacement arrows... I 
THINK the options are under 
preferences-->advanced-->browsing-->autoscrolling and use smooth 
scrolling (never understood what was this). In anycase you will have to 
change the middle-mouse paste action in one of the about:config options, 
I just don't remember which. You can leave it on and still have the best 
of both actions (double middle click would be paste in that case).

As support for this feature, it is already included in Xorg with the 
IMPS/2 protocol of the mouse driver (see your /etc/X11/xorg.conf file in 
Section "InputDevice".

What do you mean by this? that if this is a known feature and you want a 
database of supported mice to look at? I'm sorry but I think I fail to 
understand this question... If this is what I just said, then pretty 
much all wheel mice will support this via the IMPS/2 protocol of the 
mouse driver (IM stands for Intelli Mouse)
