You got the wrong image!! You got the SOURCE image, not the binary one!! 
Download the images which name does *NOT* say SRPMS or SRC, you must 
have five images of names:
FC3-i386-disc1.iso
FC3-i386-disc2.iso
FC3-i386-disc3.iso
FC3-i386-disc4.iso
FC3-i386-rescuecd.iso
