I am having this same problem.

i was able to install fc3 onto my external usb drive but when i
attempt to boot from it, it gives me the panic message and i can't get
past it. i read about creating a new initrd file but the commands
listed to do so don't work on my machine. i get a drive is busy error
or something to that affect.

sorry about the vagueness, i'm at work and don't have the exact error messages.
