what's removing my cdrom link?

On FC3 /dev is a tmpfs filesystem which isn't permanently stored to
disk. It's recreated each time Fedora boots.
Do you have the latest udev RPM installed? Do you have any other
symlinks in /dev pointing at /dev/hdc?
What are the contents of /proc/sys/dev/cdrom/info ?
