Correct.  System-config-packages knows what is in the Fedora CD set.  If you want to load something that you forgot during installation, s-c-p is an easy way to fix it.  This tool shows you what is installed and what is not, and lets you choose to add or remove packages from its menu.

Yum works from a constellation of repositories around the world to provide you the latest versions of packages.  It installs, updates, and removes packages based on what is installed on your system and what is available in the repository.

Up2date traditionally "phoned home" to servers at Red Hat, as part of the for-pay Red Hat Network.  On Fedora, up2date serves as a front-end to yum.
